While the interest has arguably always been there, regulation & restrictions, manufacturing limitations & cost have also have existed, well until recently. Half the states now allow either collection and/ or carry of perhaps the most polarizing icon of hand to hand fisticuffs.
Now, OO embraces the challenge of embodying both a duster as well as a 2 finger ring; both tool & adornment. Traditionally, the single mass of a duster informs its use as a heavy blunt fist force multiplier. Mass to add power & lacking parts that could break, the duster is a tried and true force multiplier.
However, these qualities are exactly why the duster is correctly classified as a deadly tool. Controlling the blunt force trauma to a degree of certainty is risky even in the hands of the most skilled boxers, who unlike Margarito, also would NOT use dusters based on this risk. Being made from a single piece increases strength, but makes it a conspicuous cumbersome commitment to carry.
OO lacks mass and is multi-parted, so its pugilistic capacity is tempering it from battering ram into a jabber without catastrophic blunt force trauma. So its use case is deliberately & consequently narrower. That said, its use case is decidedly wider as result of merging forms.
